Ilya Mikhailovich Frank (1908-1990) is a prominent scientist, the winner of the Nobel Prize for Physics in 1958 jointly with P. A. Cherenkov and I. Y. Tamm. He made a great impact on the formation and development of the different branches in physics in Russia. People said about him: “he had a profundity and clarity of thought, an ability to discover the substance of case by elementary methods and also a special intuition concerning the deepest questions of experiment and theory”. His scientific articles are highly valued for their clarity and logical neatness. There is a portrait of I.M. Frank (photo by J. Tumanov) on the stamp. The pearl of the Lower Volga region is Astrakhan, founded in 1558. On the Island Zayachy there was constructed a fortress that laid the foundation to the building if the modern Astrakhan. As it is said in the Klyucharevskaya record, written by Kirill Vasil’ev, the ecclesiarch of the Astrakhan cathedral in the 19 century, that the place was chosen not accidentally, but “so that it was impossible to approach it for ten versts, except by boats, but the Tatars did not have them that time”. There is an Astrakhan Kremlin, the great ensemble of the 17-18 centuries, on the stamp devoted to the 450th anniversary of Astrakhan.
