Historically, occurrence of the Udmurt people into the structure of Russia, as well as other people of the Volga region and Priuralye, has been passing stage by stage. At the first stage in the course of association of Russian grounds round Moscow northern Udmurts were included in the structure of Russian state. This process has come to the end in 1489 with inclusion of the Vyatsky earth in structure of Grand Moscow duchy in the time of Ivan III. Second a stage covers the time from the moment of capture of Kazan by Ivan's armies IV (1552) when southern Udmurts, first from not Tatar people of the Kazan khanate, “presented a petition" about the voluntary joining to Russia. The acceptance of Udmurts to the Russian citizenship, which has come to the end in 1558, has connected Udmurtiya with Russia for ever. This event has promoted the further development of national originality and spiritual culture of the Udmurt people, enrichment and to cooperation with other ethnoses of the country.
