The stamp features the building of the Museum of Regional Studies (1916, built by A.I.Shode) on the background of a high-rise building of Venets Hotel. In the left part of the stamp there is the Monument to the soldiers of the WWII 1941-1945 (1975). In the right part of the stamp there is the Goncharov Pavillion, built in 1912 to commemorate the 100th birthday anniversary of writer A.I.Goncharov (1812-1891) who was born in Ulyanovsk. In the pavillion there is a small monument bearing the bas-relief portrait of the writer. In the foreground there is the coat of arms of Ulyanovsk, established in 1780. The text on the band reads "The 350th Anniversary of Ulyanovsk".
