Membership in the Council of Europe In 2006 there will be 10 years since Russia joined the Council of Europe. Russia presides in the Council of Ministers of this All-Europe organization, which comprises 46 states, for the first time in the year of the jubilee. The aim of the Council of Europe, whose Charter was signed in London on the 5th of May, 1949, is "to achieve more unity among its members for the sake of protection and implementation of ideals and principles, which are their common property and assistance to their economical and social progress». An official emblem of Russian chairmanship in the Ministers Committee of the Council of Europe is depicted in the stamp.
