The public perception of the drug abuse first appeared in some special international documents in the 20th century. These documents have been conststantly being adjusted considering the negative atmosphere since the decisions of Shanghai opium committee (1909) and the Hague international conference (1911-1912). Since 1946 the drug control has been under the aegis of the United Nations. Since that time the United Nations General Assembly sessions started delivering programs for the antidrug effort for a decade.
